This is an open and continuous announcement which will be used to fill Registered Nurse positions in the Urgent Care Clinic, Specialty Surgery Clinics (Podiatry, Gyneocology,Urology, and Wound), and Ambulatory Surgery at the Aleda E. Lutz Veterans Affairs Medical Center. The presence of a location on this announcement does not necessarily indicate a current vacancy. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2022. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. [NOTE: See exception in subparagraph (b) below for candidates who are enrolled in a MSN Bridge Program.] The Accreditation Commission for Education in Nursing (ACEN), previously known as the National League for Nursing Accrediting Commission (NLNAC) OR The Commission on Collegiate Nursing Education (CCNE). The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. OR In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. Registration: A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA. English Language Proficiency: RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR An ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR A Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR An ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR A BSN with approximately 1-2 years of nursing practice/experience; OR A Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires the nurse to read printed material and distinguish colors, such as reading doctor's orders and visualizing the hue of a patient's skin, wounds, etc., and conduct visual inspections during patient assessment, including the ability to accurately perceive depth so as to move around work space safely and to appropriately make contact with Veterans. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required, exerting up to 35 pounds of force occasionally and/or up to 15 pounds of force to frequently move objects. Mechanical inpatient lifts are provided. The nurse may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The nurse may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The nurse must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. This includes but is not limited to the ability to work independently, ability to recognize situations beyond function/knowledge/training and request appropriate assistance. Specialty Clinic and Urgent Care Float: This nurse provides coverage in both Specialty Clinic and Urgent Care. This registered nurse manages care for unscheduled Veterans presenting to the Urgent Care Department including accurate triage using the researched based Emergency Severity Index (ESI), efficient management and treatments of Veteran's presenting for treatment and rapid facilitation who have acute and chronic conditions including hypertension, diabetes, respiratory disease, arthritis, cardiovascular disease, cancer or substance abuse. This registered nurse provides care for patients assigned to Specialty Care Licensed Independent Practitioners (LIP's). This includes initial assessment and discharge. It also includes providing consult management according to service agreements. The nurse identifies barriers to care, exploring motivational and adherence issues, evaluating support systems, examining patterns of over or under utilization of services, and communicates ongoing patient status to LIP's. Ambulatory Surgery: This registered nurse provides care for adult and geriatric Veterans during the perioperative experience. The operating rooms can provide the following services: general, urologic, plastic, podiatric, orthopedic and GYN. The nurse has the technical and operational knowledge and clinical skills to function as a pre-operative, recovery, circulating, and preferably scrub nurse in all services. GYN Clinic: This registered nurse is primarily accountable for assessing, planning, implementing, and evaluating direct and indirect nursing care and identifying outcomes for Veterans in the GYN clinic. The GYN Clinic provides integrated, accessible health care services to Veterans addressing a large majority of the Veterans personal health care needs, in partnership with the patient and practicing in the context offamily/community. The GYN clinic services provide acute, chronic, preventive care and coordinate referrals. Podiatry Clinic: This registered nurse provides both individual and disease based case management to patients who have chronic health conditions involving foot care and may include Specialty Services including but not limited to Wound, GYN, and Urology. The nurse is responsible for all incoming calls from Podiatry patients and is the consult manager for all in-patient and inter-facility consults for Podiatry. The nurse screens all inpatients and outpatients requesting podiatry services for both Saginaw VAMC and community care consults. Wound Clinic: This registered nurse provides comprehensive holistic care using the nursing process in the coordination and management of a team of caregivers for a group of Veterans with acute and chronic wounds, fistulas, pressure ulcers, and ostomies. Utilization of the nursing process includes, but is not limited to, assessment, planning, implementation, and evaluation of care. The wound therapy nurse must be able to communicate verbally and in writing in a way that ultimately results in enhanced Veteran outcomes. Urology Clinics- This registered nurse is primarily accountable for assessing, planning, implementing, and evaluating direct and indirect nursing care and identifying outcomes for Veterans in the Urology clinic.
