The Robert J. Dole VA Medical Center (VAMC) in Wichita, Kansas is currently recruiting for a Social Worker Program Manager (HUD/VASH). Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. Dole VA Medical Center retains the authority and responsibility to direct the program under the Homeless Program Supervisor and is responsible for the overall administrative and clinical functioning of the HUDVASH program. Veterans eligible for the HUDVASH Program come from a wide geographic area. Their health and mental health needs may be complex and require a high degree of clinical oversight and creative problem solving. Services may be provided in a healthcare setting or in the community. The HUDVASH Program Manager serves as a practitioner in this specialty and provides direct patient care services in the program area. The HUDVASH Program Manager is also administratively responsible for the HUDVASH Program. The Departments of Housing and Urban Development (HUD) and Veterans Affairs (VA) established the HUD-VA Supportive Housing (VASH) Program with the goal to provide affordable, permanent housing with recovery-oriented case management services to homeless Veterans and their families and to successfully re-integrate them back into the community and prevent future homelessness. The HUDVASH Program requires continuous coordination with the community's homeless providers and coalitions as well as with other local, state, and federal agencies. The GS-13 social worker is capable of practicing independently at the advanced level and has specialized knowledge of practice related to housing case management and homelessness as well as Veteran populations with highly complex health, mental health, and substance abuse problems requiring expert level of psychosocial interventions. They supervise the Social Work staff in the local HUDVASH program. The HUD/VASH Program Manager duties include, but are not limited to: Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions; maintains current knowledge to answer questions from HUDVASH staff on procedures, policies, directives, handbooks, etc. Creates, implements and monitors performance measure targets, operative plans, Veteran satisfaction surveys, program data and provides recommendations on changes to improve service delivery. Maximizes existing housing resources and expands housing opportunities for homeless Veterans in collaboration with community housing partners, stakeholders and advocacy groups. Monitors that HUDVASH staff are utilizing Housing First principals and the Critical Time Intervention (CTI) case management model to set goals that assist the Veteran in moving towards independence and goal completion.
