Incumbent is a Director for the Whole Health Clinical Service, located in the Whole Health Service within VA Loma Linda Health Care System (VALLHCS). Basic Requirements United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed Physical Medicine and Rehabilitation residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Board Certification: This position requires the Physician to be eligible for or possess board certification in Physical Medicine and Rehabilitation. Preferred Experience and Certifications Preferred minimum 5 years experience in VA Healthcare, working in some aspects of Whole Health Reference VA Regulations, specifically VA Handbook 5005, Part II, Appendix G2 Physician Qualification Standard. This can be found in the local Human Resources Office. ["The duties include but are not limited to: The primary role of a Clinical Director is to manage and plan how services are delivered and contribute to the process of strategic planning, influencing and responding to organizational priorities. This will involve responsibility for creating an annual Whole Health System Strategic Plan, identifying Whole Health system development priorities, and working with the Executive Team/ appropriate Service level chiefs, Associate Chief of Staff's and program coordinator and whole health steering committee. Provide leadership to the Whole Health System. Plan and direct the educational and clinical experience of any potential medical students, residents, and fellows assigned to the Whole Health System. Assume a leadership role in the development and implementation of the Whole Health System's performance improvement plan. Advocate for the Whole Health System with VHA leadership and the medical community. Jointly select Whole Health System team members. Providing clinical input and oversight for all patient treatment plans. Being readily available to the team members for collaboration when medical or other problems arise. Participating in Whole Health System team meetings. Keeping the Whole Health System team apprised of medical care advances and practice standards. Collaborating with other Whole Health System Directors, VISN leadership, and VA Central Office staff on program development issues. Creating strategic partnerships with VHA facility program directors and service line chiefs. Creating strategic partnerships with community organizations in order to promote health and well-being offerings within the community (optional) chairs whole health steering committee and provides oversight to supervisors of 3 elements of Whole Health System (empowerment - pathway, equipping- well-being/self-care, and treatment-whole health clinical care). Provides direct line supervision to program coordinator/specialist for Whole Health System Maintains inventory of Complementary and Integrative Health (CIH) approaches offered at VHA facility, including gap analysis as it relates to CIH approaches that must be offered by VA/community per Directive 1137 Clinical Directors report to: (the Chief of service line, and/or directly or indirectly to executive team member, alternatively, to quality management, or another cross-cutting organizational committee. All of these are examples and reporting structure should be determined by individual facility.) The Clinical Director is accountable for resources used, directly and indirectly, by the Whole Health System. The Clinical Director occupies the lead management role within the Whole Health System. Each member of staff has a reporting relationship, through their line supervisor, to the Clinical Director. Development and implementation of measures to ensure efficiency and effectiveness in the designated areas of responsibility. Supporting clinical training and continuing professional development throughout the Whole Health System team in line with personal and professional development plans and organizational / clinical need. Working closely with management team colleagues and senior clinicians on the recruitment of permanent, temporary and locum staff. Provision of strategic clinical input and ensuring effective advice to the service line ACOS, service line chief, and executive team. Development and execution of a Whole Health Business Plan for the medical center. The plan should identify the medical facility mission, goals, objectives and strategies for accomplishment together with related resource implications. The business plan should also take cognizance of and be consistent with the VA facility's overall strategic business direction. Development of annual budgetary report based on quality activity and financial information and projections. Promotion and development of measures to enable the Director to monitor Whole health system staff individual performance and to assess clinical outcomes; and addressing performance issues at Director, Team and individual level.
