This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. Grade Determinations: GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits). Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs (a document with written demonstration of KSAs must be included with application, see required documents section). Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Administers information and analytical systems to evaluate/enhance quality of service provided. Advises/collaborates with interdisciplinary teams throughout medical center on caregiver issues. Creates educational tools, develops programs and implements training focused on specific needs/issues. Provides education and training and ongoing consultation and support to colleagues regarding caregiver support. Develops and facilitates caregiver support groups and educational programs. Distributes educational materials provided. Conducts caregiver and family clinical interventions to facilitate the identification of caregiver stress, psychiatric illness, emotional distress and social needs as treatment issues. Professional judgment, including knowledge of normal/abnormal behavior, is an inherent competency applied in daily interactions. Coordinates with other disciplines to maintain the Veteran Assessment Clinic, providing a comprehensive assessment for the veterans and caregivers. Provides referral to VA medical/mental health treatment and to other VA services, as well as community-based social services and other non-VA entitlement programs and provides referrals, consults or direct admission of a Veteran to other VA programs. Serves as the major consultant for information on negotiating the complex processes caregivers, Veterans and families encounter when interacting agencies. Stays abreast of current legislation directed at assisting caregivers to continue providing caregiving in an environment that is safe for themselves and the Veteran. Maintains a knowledge base of current theory and treatment modalities by reading professional journals, attending conferences, clinic seminars and teleconferences, and materials distributed through sources. Collaborates with the VA Patient Aligned Care Team (PACT), mental health and geriatric primary care clinicians to provide Veteran/staff education on caregiver issues. Coordination will include support group work involvement and training of staff in the development and facilitation of groups. Develops a library of caregiver support materials for distribution through various settings and materials must be specific to the age group serviced. Serves as liaison between VA and community agencies. Participates in support activities to promote/recognize the role of caregiver and in state and local committees. Invites caregiver related agencies to participate on the local VA Caregiver Support Advisory Board. Establishes and maintains access to social networks in accordance with policy. Develops/fosters relationships with community partners to assist with system navigation, maintain collaboration and coordinate services. Provides outreach presentations on benefits, programs and services and consultation, guidance and expertise regarding issues and needs. Promotes program with VA Public Affairs Officer through interviews with media. Maintains knowledge of local programs, community services, caregiver support initiatives and current federal/state legislation. Establishes caregiver support protocol sensitive to issues of caregivers providing care to young returning Veterans. Coordinates events/programs for annual National Family Caregivers Month including announcement/advertising of month-long activities, mobilization of participants, educational sessions, caregiver recognition events/support programs. Develops data monitoring system to measure the efficacy of the program and collects, analyzes and reports program data. Evaluates program progress/outcomes and utilizes data to continuously modify/improve the program and processes. Provides technical assistance based on monitoring activities, program reviews and development/analysis of information.
