The Senior Social Worker will report to the Texarkana Community Based Outpatient Clinic (CBOC) in Texarkana, Ark. Their primary responsibilities involves the provision of Clinical Social Work Interventions via VA Video Connect (VWC), in person face to face and telephone visits to Veterans receiving services at the Texarkana CBOC. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to current/past/upcoming VHA HPTs only. An HPT is an individual appointed to a temporary position in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC). Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Senior Social Worker, GS-12 Experience/Education. The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. ["The Senior Social Worker is assigned to work with complex psychosocial problems requiring expert level psychosocial interventions in the Veteran population. These Veterans often demonstrate complex medical and mental health diagnoses that require expert diagnostic skills, judgment and treatment. The Senior Social Worker independently provide advanced level psychosocial and/or case management at an independent and advanced practice level. The social worker identifies family/caregiver stressors, conducts assessment and provides specific interventions as indicated. Duties include but not limited to: Evidenced Based Patient Care (75%) The Senior Social Worker/PACT Social Worker (SW) Case Manager (CM) has practice skills and judgment, demonstrating progressively more professional competency. Services include, psychoeducation, crisis intervention, advocacy, high quality case management services, outreach activities, and coordination of linkages to other appropriate VA or community service providers / agencies as needed. Will primarily use VA Video Connect (VVC) to increase access to care for Veterans. Will act as a consultant to other PACT and CVT team/staff members, other clinicians within the medical center, within the VISN. Assists Veterans, their families and caregiver in resolving psychosocial, emotional and economic barriers to health and well-being while building on their strength and their abilities. The PACT social worker also provides interventions independently with Veterans and their families/caregivers who are experiencing a wide range of complicated medical, behavioral health, financial, legal, and psychosocial problems. Develops a standard for the measurement of social work case management outcomes. Utilizes outcome evaluations to further treatment and designs system changes based on empirical findings and in consultation with other specialty team members. Provides consultation to students and colleagues regarding training opportunities and procedures. Will independently complete Triage Assessment. If issue is resolved with one meeting, then PACT SW CM indicates that Case Management is not needed. If Case Management is needed, then SW completes Comprehensive Assessment which also includes identification of Veterans strengths and weaknesses. Will independently at subsequent visits, completes Case Management Notes, updates the status since the last visit, plans for future care, completes a current acuity rating in the 6 domains and indicates a current case management level. When treatment goals are achieved, the PACT SW CM closes the case in Case Management and Veteran follows up as needed. Educational Duties (25%) Will as appropriate, supervise the clinical practice of social work students, or a less experienced social worker. Expand clinical knowledge in the profession, provide consultation and guidance to colleagues. Be a role model of effective social work practice skills to less experienced social workers. Teach and provide orientation to less experienced social workers. Develop innovations in practice interventions and provide clinical supervision for social work licensure or certification. Maintains current certification requirements through either an advanced generalist board or clinical Association of Social Work Boards (ASWB) examination. Other duties as assigned.
